Explanation of consumer rights protection measures for the ICWorkshop platform

1. General Provisions

To effectively safeguard consumers' legitimate rights and interests on the ICWorkshop platform (hereinafter referred to as "the Platform") and to create a safe, honest, and transparent trading environment, these consumer rights protection measures are formulated in accordance with the "Consumer Rights Protection Law of the People's Republic of China," the "E-commerce Law of the People's Republic of China," the "Cybersecurity Law of the People's Republic of China," the "Personal Information Protection Law of the People's Republic of China," and related laws and regulations.

This platform provides transaction matching and technical service platforms for digital products such as chip firmware, connecting third-party developers (merchants) with end consumers, offering one-stop services including firmware inquiry, purchase, and online programming authorization.

2. Merchant Admission and Review Guarantees

1. Real-name authentication system: This platform implements a strict real-name authentication system for all developers (merchants) who join the platform. Before registering, merchants must submit a color scanned copy of their business license with the unified social credit code, a color scan of the legal representative or operator's ID card, a corporate bank account opening permit or basic deposit account information matching the business license name, and other necessary materials required by the platform. The platform conducts formal reviews of the above materials to ensure the merchant entity truly exists and that the qualifications are legal and valid.

2. Qualification Review: The platform reviews whether merchants have the technical capability to provide chip firmware development and programming services. Merchants must possess the legal intellectual property or authorization of the firmware program to be sold and possess actual technical delivery capabilities. If special industry licenses (such as encryption technology) are involved, merchants must also provide relevant administrative permits.

3. Compliance Operation Review: The platform reviews whether merchants and their legal representatives have been listed as dishonest persons subject to enforcement, and whether there are any major illegal or irregular business records in the past year. Applications that do not meet the requirements may be refused entry by the platform.

4. Dynamic Management: The platform regularly reviews merchants' business status. Merchants must ensure that the submitted documents are true, legal, accurate, and valid, and promptly notify the platform if there are any changes or updates to the documents. For merchants whose qualifications have expired, information is false, or there are significant business risks, the platform has the right to immediately restrict their service rights, suspend their business qualifications, and terminate this agreement.

5. Security Deposit Instructions: Currently, this platform does not charge merchants a deposit. Consumer rights protection is mainly achieved through strict merchant entry review systems, transaction rules, and liability clauses for breach of contract.

3. Guarantee the security of trading funds

1. Payment compliance: The platform has been integrated with compliant third-party payment institutions such as WeChat Pay to provide fund settlement services. Consumers' payment funds are cleared by third-party payment institutions and directly settled into the bank accounts linked to merchants. The platform does not set up a fund pool, nor does it withhold or misappropriate transaction funds, ensuring clear, secure, and traceable fund flows.

2. Platform does not touch funds: This platform only serves as a technical service provider and trading platform operator, and does not participate in the collection and payment of trading funds. Users' transaction funds are directly settled by payment institutions into bank accounts linked to merchants; the platform does not touch or withhold user funds, and only charges technical service fees as agreed.

3. Transparent billing: The platform clearly displays the firmware unit price, programming count billing standards, and platform technical service fees (rate 2% of each transaction amount) on the transaction page, with no hidden charges or fees.

4. Payment channel fee bearing: Payment channel fees charged by third-party payment institutions (such as WeChat Pay) are borne by this platform (ICWORKSHOP Technology (Shenzhen) Co., Ltd..) and are not additionally deducted from merchant transaction income, ensuring transparent and predictable transaction costs for consumers and merchants.

5. Settlement cycle: The platform offers instant settlement methods, allowing users to instantly withdraw the revenue payments to designated third-party payment institutions when sales revenue occurs, ensuring efficient cash flow for merchants.

4. Product Quality and Delivery Assurance

1. Duty of Truthful Description: Merchants must provide truthful and accurate descriptions of firmware functions, supported chip models, version information, programming environment requirements, and number of programming attempts. It is strictly forbidden to publish false, exaggerated, or misleading product information. If product information changes, merchants should promptly update it on this platform.

2. Delivery Method: The products traded on this platform are chip firmware and other digital goods. The delivery method is online programming, meaning consumers connect the programmer to the platform client and download the firmware online to the target chip to complete burning. The platform uses "programming authorization successful" or "programming completed" as the basis for delivery completion and does not apply the logistics and delivery rules for traditional physical goods.

3. Technical compatibility assurance: Merchants promise that their firmware has been rigorously tested and can adapt to the described hardware environment. If a firmware defect (such as failure to program or the chip cannot run after programming) causes device failure or data loss for consumers, the merchant must bear corresponding compensation responsibility.

4. Intellectual Property Protection: Merchants guarantee they possess the legal intellectual property or authorization of the firmware they intend to sell, and do not infringe upon the legitimate rights and interests of any third party. If consumers suffer losses due to intellectual property disputes, the merchant shall independently bear full legal responsibility.

5. After-sales Service and Dispute Resolution

1. After-Sales Commitment: Merchants must comply with the after-sales service commitment of "repair, replacement, and return." Given the reproducibility of digital goods, except for functional defects (such as inability to burn, chips not running after burning, or missing functions), no-reason returns are generally not supported. For firmware with functional defects, consumers have the right to request a refund or request the merchant to repair it.

2. Dispute Mediation: If a transaction dispute arises between a consumer and a merchant, this platform provides dispute mediation services. The platform has the right to make judgments based on evidence provided by both parties (such as burning logs, screenshots of error codes, communication records, etc.) and to handle disputes within the scope of this platform. If the platform believes that the evidence provided by both parties is insufficient to determine the ownership of responsibility, it has the right to terminate mediation, and both parties may resolve the matter through judicial procedures themselves.

3. Platform intervention rights: If a merchant refuses to fulfill after-sales obligations or is unable to be contacted, and the platform verifies that the responsibility lies with the merchant, the platform has the right to restrict permissions, deduct fund balances, and other measures according to platform rules, and assist consumers in safeguarding their legal rights.

4. Complaint channels: Consumers can file complaints through the platform's customer service email (cs@icworkshop.com) or online customer service within the platform. After becoming aware of the complaint, the platform will intervene in an investigation and issue handling opinions to relevant parties. Consumers can also file complaints with relevant regulatory authorities or consumer associations.

6. Information Security and Privacy Protection

1. Data confidentiality: The platform and merchants promise that consumer data obtained during the programming service provision (such as chip serial numbers, product parameters, contact information, etc.) will only be used for this technical service and after-sales service, and is strictly prohibited from being disclosed to third parties or used for other commercial purposes.

2. Privacy Compliance: The platform strictly complies with the Personal Information Protection Law, the Cybersecurity Law, and other relevant laws and regulations, and does not illegally collect, use, disclose, or trade consumers' personal information. The platform will collect users' personal information in accordance with the principles of legality, legitimacy, and necessity, and will clearly inform users of the purpose and scope of information collection and use when registering and using the service.

3. Security Protection: The platform adopts reasonable technical and management measures to safeguard users' personal information and transaction data, preventing information leakage, tampering, or loss. In the event of an information security incident, the platform will promptly notify users and take remedial measures.

4. Use of cookies: To facilitate users logging in or using platform services, the platform may use cookies and other technologies to collect related information. Users can choose to accept or reject cookies. If you choose to reject cookies, you may not be able to use services or functions that partially rely on cookies.

7. Safeguarding consumers' right to know

1. Product Information Disclosure: The platform requires merchants to fully display key information on the product detail page, such as firmware name, function description, supported chip model, version information, programming environment requirements, number of flash cycles, and price, ensuring consumers fully understand product details before purchasing.

2. Disclosure of Trading Rules: The platform's trading rules, return and exchange policies, after-sales service standards, etc., are all prominently displayed on the platform for consumers to review before purchasing. Any changes to the rules will be notified by the platform through announcements or internal messages. The revised rules take effect once publicly announced.

3. Fee Transparency: The platform clearly displays the total product price (including technical service fees) on the transaction page, allowing consumers to confirm the final payment amount before placing an order, eliminating hidden fees.

8. Supplementary Provisions

1. These safeguards take effect from the date of publication. The platform reserves the right to revise these safeguards in accordance with changes in laws, regulations, and operational needs. The revised content will be publicly displayed in a prominent position on the platform.

2. This safeguard measures serve as supplementary documents to the "ICWORKSHOP Platform Developer Service Agreement" and the "ICWORKSHOP Service Terms," and have the same legal effect as the above agreement.

3. These safeguards are interpreted and implemented by ICWORKSHOP Technology (Shenzhen) Co., Ltd.
